Trail Authorization (Snowmobile and ATV Permit)

Overview
Snowmobile Trails: A Motorized Trail Authorization is a legal agreement which authorizes the use of Crown Land for individual or private group off-road vehicle (ORV) recreational facilities. Authorizations are issued under both the Crown Lands and Forest Act and the Parks Act for terms varying from several months to ten (10) years.
Authorization for the use of Crown Land for a managed snowmobile trail may be via a Lease and/or a Licence. The trail will be constructed and/or maintained at the applicant’s expense and in accordance with specifications to be determined by the Department.
Anyone wishing to establish snowmobile trails on Crown Land may do so only through the Motorized Snow Vehicle Trail Manager, which is the New Brunswick Federation of Snowmobile Clubs (NBFSC). All trail proposals involving Crown Land must be submitted by the Trail Manager to the Provincial Trail Planning Committee (PTPC) for pre-screening which in turn forwards the proposal to the Department for evaluation, review, and recommendation.

Authorization for the use of Crown Land for a managed ATV trail may be via a Lease and/or a Licence. The trail will be constructed and/or maintained at the applicant’s expense and in accordance with specifications to be determined by the Department.
Anyone wishing to establish ATV trails on Crown Land may do so only through the All-terrain Vehicle Trail Manager, which is the New Brunswick ATV Federation (NBATVF). All trail proposals involving Crown Land must be submitted by the Trail Manager to the Provincial Trail Planning Committee (PTPC) for pre-screening which in turn forwards the proposal to the Department for evaluation, review, and recommendation.
Sentier NB Trail: Sentier NB Trail (SNBT) is a network of multi-use recreational trails using the provincially-owned abandoned railway lines and other municipal and private land as well. Approximately 850 km have been completed while several hundred other kilometres are considered incomplete but usable for walking, snowmobiling, and ATVing. the department owns a portion of the system and arranges for the maintenance of provincially-owned sections. This helps protect the Province’s investment and ensure public safety.
Eligibility
•All proposals involving Crown Land are subject to pre-screening by the PTPC prior to being forwarded to the department.
•Applications will not be accepted by the department without an electronic copy of differentially corrected GPS coordinates. GPS coordinates must be provided in the New Brunswick Double Stereographic Grid Projection using the NAD 83(CSRS) datum. This should be provided in either an ArcInfo shapefile or a coverage format. All GPS points must be differentially corrected and the accuracy of points should be within 5 meters of the actual location.
•Trail Managers must submit proof annually of their organization’s Certificate of Incorporation or Letters Patent, as well as names and titles of signing officers.
•No trails may be located:
o Within 25 metres of a permanent residence, except with the written permission of the owner of the residence;
o In an historic site or in environmentally significant areas, without prior approval
Description
Pre-screening stage: All proposals involving Crown Land must be submitted by the appropriate Trail Manager on the application form (see Part V) for pre-screening by the Provincial Trail Planning Committee (PTPC). The PTPC will review completeness and provide recommendations to the appropriate Trail Manager.
Application Evaluation:The pre-screened application will be forwarded, with recommendations, to the department Crown Lands Branch by the PTPC.
At the department Crown Lands Branch, the application will be logged and an initial evaluation will be conducted for basic eligibility requirements (Part II), ownership and prior commitments. Applications not involving Crown Land will be rejected.
If the evaluation is favourable, the application will be assigned to a Crown Lands Branch staff member who will conduct a detailed review.
